International Petroleum Tender Announcement

The Mineral Resources and Petroleum Authority of Mongolia (MRPAM), acting pursuant to Article 19.2 of the Petroleum Law of Mongolia and Order No. A/55 issued by the Minister of Industry and Mineral Resources on April 14, 2026, hereby invites qualified domestic and international companies to participate in an Open International Tender for the award of petroleum exploration licenses for the following sixteen (16) onshore exploration blocks: (1) Uvs-I, (2) Khar Us-II, (3) Sharga-III, (4) Bogd-IV, (5) Ongi-V, (6) Nemegt-VI, (7) Khongor-VIII, (8) Tukhum north-X, (9) Tsagaan Els-XIII, (10) Zuunbayan-XIV, (11) Nyalga-XVI, (12) Dariganga-XXIV, (13) Choir-XXV, (14) Tsaidam-XXVI, (15) Sukhbaatar-XXVII, (16) Khar Ukhaa-XXXVIII.

The period for submitting applications for exploration blocks shall be up to 60 days. Within five days from the date of receipt of the first application for an exploration block, the MRPAM shall announce the deadline for submission of applications.

Interested bidders are invited to submit a formal Letter of Application by email to oil-tender@mrpam.gov.mn or in person at the address indicated below.

A non-refundable application fee of USD 20,000 (twenty thousand) shall be paid prior to the submission of the application documents.

The Data Package for each exploration block is available for purchase. Acquisition of the relevant Data Package is mandatory for all bidders intending to submit an application for the corresponding exploration block(s). The price of each Data Package has been determined by MRPAM and will be provided upon request to interested parties.

The application fee for the bidding documents and data package fee will be paid to Account No: MN250090201900018007 USD, (Account No: MN810090100900018008 MNT with exchange rate of Mongol Bank at the day of transfer), Mineral Resources and Petroleum Authority of Mongolia, State Treasury Bank of Mongolia.

Additional Information

Applicants shall submit the following documents in accordance with the “Procedures for selecting the Contractor” approved by order No. 202 of the Minister of Mining in 2014 as part of the application:

a) Documents evidencing the legal status of the applicant;

b) A company profile (prospectus) of the applicant and its investor(s), if applicable;

c) Information demonstrating the applicant's technical, operational, equipment, and professional capabilities;

d) Audited financial statements for the preceding three (3) fiscal years demonstrating the applicant's financial capacity;

e) Evidence of the applicant's track record and experience as a petroleum operator;

f) Details of any proposed joint venture partner(s), where applicable;

g) A proposed minimum work obligation and proposed production-sharing terms.

Application Fee

An invoice for the non-refundable application fee of USD 20,000 (twenty thousand) shall accompany the application.
